KHAO SAN ROAD BUSINESSES JUST ASKED THE PM TO EASE THE MIDNIGHT CLOSING RULES. THEY WANT A PILOT ENTERTAINMENT ZONE.

Sanga Ruangwattanakul, president of the Khao San Road Business Association, submitted a letter to the PM on October 22 calling for changes to entertainment zoning regulations and faster implementation of the proposed “Khaosan Sandbox” pilot program. The problem is straightforward: current zoning prevents many Khao San Road operators from obtaining the entertainment venue licenses they need to legally stay open past midnight. So bars close at midnight, tourists leave, and revenue walks out the door. The association said existing regulations have not kept pace with Khao San Road’s development into an international nightlife destination, and the midnight restriction is hurting businesses, investment and tourism in the district. Bangkok was crowned the world’s best nightlife city by Time Out just two months ago. The irony of winning that title while forcing your most famous nightlife street to close at midnight is not lost on anyone.
The association is asking the PM, who also serves as interior minister, to instruct agencies to revise zoning regulations so businesses can apply for appropriate entertainment licenses. They also want the government to speed up the “Khaosan Sandbox,” a pilot program intended to modernize regulations and improve nightlife oversight. On October 21, Minister Paradorn Prissanananthakul confirmed that the Anti-Corruption Commission, Metropolitan Police and BMA had been tasked with developing measures for the pilot. The association pledged to cooperate on safety standards, drug prevention and the protection of minors. No changes to closing hours have been announced yet. But the fact that the conversation is happening at the PM level, with a formal pilot program being developed, suggests the midnight rule on Khao San may not survive the year.
Bottom line: Khao San businesses want entertainment zoning changed so they can legally stay open past midnight. The “Khaosan Sandbox” pilot is being developed.

THE STATE RAILWAY IS SUING CP GROUP’S AIRPORT TRAIN OPERATOR FOR ฿13.3 BILLION. YOUR AIRPORT RAIL LINK IS FINE. FOR NOW.

The State Railway of Thailand filed a lawsuit in the Central Administrative Court on October 21 seeking ฿13.335 billion from Asia Era One, the CP Group-backed company that operates the Airport Rail Link, along with seven other parties. The claim includes ฿10.67 billion in unpaid principal and ฿2.66 billion in default interest. The money was owed under a public-private partnership agreement for the high-speed rail project connecting Don Mueang, Suvarnabhumi and U-Tapao airports. The payment was due on October 24, 2021. Five years later, it has not been made. The SRT said it followed the dispute resolution process outlined in the contract, but the two sides could not reach an agreement.
The lawsuit names Bangkok Bank and Siam Commercial Bank, which each provided ฿1 billion in contractual guarantees, plus five companies that issued shareholder-backed guarantees: Charoen Pokphand Holding (70%), China Railway Construction Corporation (10%), Bangkok Expressway and Metro (10%), CH Karnchang (5%) and Italian-Thai Development (5%). CP Group had previously sought to terminate the investment contract entirely. The three-airport high-speed rail project has been stalled for years, and the uncertainty raised concerns about whether the Airport Rail Link connecting Suvarnabhumi to central Bangkok would keep running. The SRT addressed that directly: train services will continue as normal. Asia Era One’s operating arrangement has been extended until January 31, 2027, after which the SRT’s subsidiary will take over operations from February 1. So the Airport Rail Link is safe. But the ฿13.3 billion question hanging over one of Thailand’s biggest conglomerates is not going away.
Bottom line: ฿13.3 billion lawsuit. Five years of unpaid obligations. CP Group, China Railway, two of Thailand’s biggest banks, and three of the country’s largest construction firms are all named. The Airport Rail Link keeps running through at least January 2027. But the three-airport high-speed rail project, which was supposed to transform eastern Thailand’s infrastructure, is now the subject of a lawsuit instead of a construction schedule.

Thailand just delayed the ฿1,000 departure tax. DPM and Finance Minister Ekniti confirmed on October 22 that the government will not proceed with the proposed ฿1,000-per-departure tax for now. The Association of Thai Travel Agents warned it could reduce tourism revenue by ฿50-150 billion annually. Ekniti said imposing the tax after the successful IMF meetings would increase the burden on travelers and airlines at the wrong time. The public consultation runs until October 29, but the signal is clear: this tax is shelved. The separate ฿450 tourist arrival fee remains a separate proposal under the Tourism Ministry.
An Israeli woman had her visa revoked for “improper behavior.” Reported on October 23 that immigration authorities revoked the visa of an Israeli national, although specific details of the behavior that triggered the revocation were not publicly disclosed. The story is trending. Visa revocations for conduct issues are rare enough to make news, and the lack of public detail is driving speculation.
A Bangkok woman was punched in the face after honking at a motorcyclist on Lat Phrao Road. The 27-year-old woman, driving a Honda Jazz, filed a report with Phahon Yothin Police Station on October 23. The rider is still at large. Road rage in Bangkok is common, but physical assault over a horn honk is a reminder to keep your windows up and your reactions measured.
Floods still affect 1.13 million people across 16 provinces and two Bangkok districts. The DDPM reported on October 23 that 375,726 households remain affected, down from 19 provinces last week. Water levels are stabilizing in most areas. The death toll stands at 64.
🥞 SPOT OF THE DAY

Brunch Paradiso sits inside the Shama Yen-Akat Bangkok hotel on one of the quietest residential streets in the Sathorn corridor, and it serves the kind of all-day brunch that makes you forget what time zone you are in. The chef lived and worked in Melbourne before bringing that cafe culture to Bangkok, so the menu reads like a love letter to Australian brunch with international detours. The Breakfast Platter (฿590) arrives with salmon, eggs, ham, spinach, avocado, mixed berries, salsa and crispy sourdough. The Steak and Egg is the restaurant’s signature that regulars swear by. The Galette Smoked Salmon, the Maple Toast with Truffle Mushroom Scrambled Eggs and the Berry and Banana Acai Bowl round out a menu that rewards repeat visits. Coffee starts at ฿75. The space is minimalist and chic with outdoor seating that catches the morning light, and the whole place is pet-friendly, meaning your dog is welcome on a leash or in a stroller. Parking is available at the hotel.
The 4.7-star rating across 613 Google reviews at ฿200-1,000 is the score of a neighborhood spot that locals keep coming back to. “Beautiful space, great ambiance, and a solid brunch menu,” one reviewer wrote. Another said “revisited after last review. Love it. Excellent tasty brunches. Stylish minimal decoration.” A third noted “good food, good vibe, good service.” When you want brunch that does not require fighting for a table on Thonglor, Brunch Paradiso is the Yen Akat answer. Quiet street, good coffee, Melbourne-quality food, your dog is welcome. Opens 7AM.
Insider tip: The Steak and Egg is the signature. The French Toast Tower with vanilla ice cream and berry sauce is the dessert move. Come before 10AM on a Saturday for the best tables. The outdoor seating is the spot. Parking at Shama Hotel.
