PM Anutin announced four "quick win" projects at a mobile Cabinet meeting in Hat Yai on Monday, aimed at transforming infrastructure and disaster resilience across five southern provinces. The headline number is the ฿106 billion dual-track rail project connecting Chumphon to Padang Besar on the Malaysian border, divided into three sections that will modernize land communication and logistics across the entire southern region. Two new bridges were also approved: one linking Krabi province to Koh Lanta, allowing cars, motorcycles and bicycles to reach the island without a ferry, and another across Songkhla Lake that will cut travel time between Songkhla and Phatthalung from 90 minutes to 20.

But the project that affects every reader, not just those in the south, is the universal flood insurance scheme. The government approved a program covering 30 million households nationwide with a maximum payout of ฿100,000 per household for flood damage, with taxpayers covering the premiums at an estimated cost of ฿15.5 billion annually. In case of death, compensation is ฿2 million, with the initial payment within 15 days and the remainder in the following 15 days. After the devastating flooding that hit Hat Yai and the southern provinces last November, and with 22 reservoirs currently exceeding capacity across the country, the timing is not coincidental. The Cabinet also approved ฿250 million for a second Hat Yai hospital and ฿142 million for flood mitigation infrastructure including reservoir expansion and drainage upgrades.

Bottom line: universal flood insurance covering 30 million households at ฿100,000 each, a ฿106 billion rail project to the Malaysian border, a bridge to Koh Lanta and a bridge across Songkhla Lake. The southern investment package is the most significant regional infrastructure commitment this government has made. The flood insurance alone changes the risk equation for every homeowner in the country.

NEARLY 100 MONKEYS JUST ESCAPED FROM AN ENCLOSURE IN LOPBURI.

Lopburi, the central Thai province famous for having more macaques than residents in some neighborhoods, just added approximately 100 more to its streets after a group of long-tailed macaques broke free from a holding enclosure this week. The escape was confirmed by local officials who said the monkeys had been captured as part of ongoing population management efforts in the province, where the macaque population has been causing increasing conflict with residents, businesses and tourists for years. The enclosure was supposed to hold them. It did not hold them.

Lopburi's monkey problem has been escalating for more than a decade. The macaques, which were once fed by tourists and temple visitors, have grown in number to the point where entire city blocks have been effectively surrendered to them. They raid shops, attack food vendors, enter homes through open windows and occupy buildings that humans have abandoned. The provincial government has attempted sterilization programs, relocation efforts and capture operations, none of which have produced a lasting reduction in the population. The escape of nearly 100 animals from a capture enclosure is the kind of setback that would be comedic if it were not also a genuine urban management crisis. Lopburi is two hours north of Bangkok by train. The monkeys are not coming to Sukhumvit. But for anyone planning a day trip, the macaque-to-human ratio just shifted further in the wrong direction.

Bottom line: nearly 100 monkeys. One enclosure. Zero monkeys remaining inside it. Lopburi's monkey management program just went backwards by approximately 100 monkeys.
