THAILAND IS CONSIDERING A ฿1,000 DEPARTURE TAX ON EVERY PASSENGER LEAVING THE COUNTRY BY AIR. NOT JUST TOURISTS. EVERYONE.

The Revenue Department has published the principles of a proposed Departure Tax Act and opened it for public consultation from September 30 through October 29. The draft law would charge all air passengers leaving Thailand a departure tax, regardless of nationality, with a statutory ceiling of ฿5,000 per departure. The initial proposed rate is ฿1,000. The act would replace Thailand's existing 1983 departure tax legislation, which is currently exempt in all cases, meaning nobody actually pays it. If this passes, that exemption ends.
This is separate from the ฿450 tourist entry fee, which also received consultation support on October 6 and is moving toward Cabinet approval. The departure tax is a different animal. It would apply to every outbound air passenger: Thai nationals, expats, tourists, business travelers, diplomats with no exemption listed yet. Earlier in 2026, the Tourism and Sports Minister discussed applying a ฿1,000 departure levy only to Thai travelers, estimating about ฿10 billion per year in revenue that could subsidize domestic trips under a "Thai travel Thai" scheme. The draft law published by the Revenue Department goes further than that original discussion. Thailand already charges a ฿1,120 Passenger Service Charge through Airports of Thailand on international departures. Adding a ฿1,000 departure tax on top of that would mean every flight out of Thailand costs ฿2,120 in outbound government fees before you factor in the ticket price. For expats who fly in and out regularly, this is not a one-time cost. It is a recurring tax on mobility.

The TMD is warning of five consecutive days of heavy rain from October 9-13. Bangkok and other regions face flash flood risks, with rainfall forecast to increase in central, eastern and southern Thailand.
